INTRODUCTION
The ECOSYSTEM VLG World framework operates through a multi-regime licensing system designed to clearly distinguish between access to knowledge, ownership, and its activation in real-world environments.
Traditional licenses enable access, reading, and distribution. However, they do not regulate authorship, ownership, or the conditions under which systems are implemented, deployed, or governed.
The VLG framework complements these approaches by introducing defined ownership and controlled activation conditions.
CORE PRINCIPLE
Access to knowledge is open.
Ownership remains defined.
Activation of systems is governed.
THE THREE REGIMES
1. The VLG World Governance License (VLG-WGL)
The VLG World Governance License (VLG-WGL) is the core licensing regime of the framework.
It defines the conditions under which systems, architectures, processes and associated intellectual property may be used, deployed, or implemented in real-world contexts.
This license explicitly distinguishes:
- access to documents
- ownership and authorship
- operational use
Any real-world activation requires:
- registration within the Active Blue system
- prior authorization
- validation within the 3Q™ framework
2. Apache Regime (existing documents)
Some documents are published under the Apache License 2.0.
This license governs access, reading, reproduction, and distribution of documents.
However, it does not transfer ownership nor grant rights for real-world deployment, implementation, or operationalization of the systems described.
Such uses are considered outside the scope of the Apache License and may be subject to additional governance and licensing conditions.
3. Controlled Collaborative License (VLG-CCL)
The Controlled Collaborative License applies in research, innovation, and structured collaboration environments.
It allows:
- evaluation
- benchmarking
- testing
- limited reproduction for experimental purposes
This regime does not allow:
- independent deployment
- systemic replication
- commercialization
Ownership and authorship remain attached to the original framework.
Any transition to real-world implementation requires alignment with the VLG-WGL framework.
GOVERNANCE STACK
The licensing system is supported by a governance stack composed of:
- the Ethical & Quantum Extension (EQE)
- the 3Q™ Framework (evaluation, qualification, certification, activation)
- the Active Blue Registry System (traceability, ownership and identification)
These elements ensure that system activation remains aligned, traceable, responsible, and compliant with defined ownership.
SUMMARY
The ECOSYSTEM VLG World licensing framework does not restrict access to knowledge.
It defines ownership, preserves authorship,
and introduces responsibility at the moment of real-world activation.
